Sri Lanka recognized and established the policies for IT in recent 10 years considering the importance of IT in the development and issues in consumption.

In the last two near decades, there were a lot of impacts in Sri Lanka with the involvement of IT in different areas of development such as education, health, transport etc. Along with the development and involvement of IT in different areas, there were a lot of reasons that the government needed to establish policies to regulate it. In the form of IT policies that most IT or IT-dependent companies and areas utilize, information technology was regulated.

In terms of policy introduction, multiple factors are needed to be considered such as who will be affected by creating policy, how fast will they able to adapt to the new policy, what is the benefit of policy etc. In the following, we have discussed the considerations with explaining the issue for that.

Characteristic of the policy

It is difficult to convince all people when making policy. There are people in many statuses such as married, single, people from long distance, people from a variety of cultures, different genders etc. So making the policies in such a way that is acceptable for all kinds of people. Mainly it should not affect the basic freedom of an individual and it should not affect the peaceful flow of the society. Another important thing is such policies have to make sure not only the human advantages but also the utilisation of the human resource, it shouldn’t make humans lazy and fearless otherwise it would affect the organization so the policymakers have to balance those two things carefully.

Establishing a policy library with versioning is an important consideration for an IT policy since versioning is a very familiar thing for IT field. If we work with any IT development site then we always use versioning concept. Tools like SharePoint can be used to store versions of documents. There is a good thing in versioning that we get history to track what has changed over time easily.

Maintaining the Policy

The policy maintains is a vital factor that we need to consider since people’s behaviour will change according to the time. In order to ensure their continued applicability, policies need frequent reviews. Almost every policy needs some exceptions since rules might be violated by some people. Moreover, these exceptions should be given reasonably. These exceptions are handy things to maintain policy otherwise the policy may be broken in some circumstances.

Thanks, Thineshan, Sriyoukan Sriranchan and Sivarasa Lavanaraj to identify the vital factors for creating the policy
